The Massachusetts Department Of
Energy Resources (DOER) is a state
agency “Creating a Greener Energy
Future for the Commonwealth,”
economically and environmentally.
Residential programs include new
construction, existing home
retrofits, and special programs such
as
New Construction
The Massachusetts New Homes with
ENERGY STAR® Program is sponsored by
Bay State Gas, Berkshire Gas, Cape
Light Compact, National Grid Gas &
Electric, New England Gas, NSTAR
Electric and NSTAR Gas and the
Western Massachusetts Electric
Company.
The program promotes the
construction of homes that are built
to achieve ENERGY STAR certification
and/or incorporate other “above
code” energy efficiency standards.
The Program will award monetary
incentives to homebuilders who
complete and submit certification of
the construction of new ENERGY STAR
qualified homes within the
territories of the Program Sponsors.
ENERGY STAR qualified homes are
at least 15% more energy efficient
than homes built to the 2004
International Residential Code (IRC)
and include additional energy-saving
features that typically make them
20–30% more efficient than standard
homes. Homes can earn the ENERGY
STAR if they are verified by an
accredited HERS Provider as meeting
the U.S. Environmental Protection
Agency’s (EPA) performance
guidelines for energy efficiency.
Excellent benefits are provided
to homebuilders who construct ENERGY
STAR qualified homes, including
financial assistance to defray the
cost of energy-efficient
construction, plan analysis and
inspection services, marketing
support, technical assistance, and
free Program trainings.

Optional “Stretch” Building Code
for Towns
The
Massachusetts Board of Building
Regulations and Standards (BBRS)
passed an optional “stretch” energy
code on May 12, 2009 that individual
towns may adopt by decision of its
governing body to use as the
standard in their town.
The residential portion of the
code requires new homes to meet a
HERS index of 65-70, depending on
square footage. For more information

Programs
The Massachusetts Department of

MassSAVE provides energy
information and services to all
Massachusetts residential energy
users. By participating in MassSAVE,
participating utility or energy
efficiency service providers may
provide incentives toward the
purchase and installation of attic,
wall and heating pipe/duct
insulation, air sealing measures,
programmable thermostats and rebates
toward the installation on ENERGY
STAR® qualified equipment and
products like High Efficiency
heating and water equipment.
MassSAVE is brought to residents
by their local electric and gas
utilities and energy efficiency
service providers and provides
year-round home energy solutions to
save residents money, improve the
energy performance of homes, reduce
air pollution, and protect the
environment.
