Program Highlights for
Pennsylvania
Citing the urgent need to cut
energy costs, move toward energy
independence and stimulate the
economy, Pennsylvania is investing
$665.9 million to push PA into the
top tier of states taking steps to
cut consumer energy costs, and
significantly expand the alternative
fuel, clean energy and conservation
sectors. The plan is estimated to
cut PA's energy bills by $10 billion
over the next 10 years. For more

PA Home Energy is a new program
that is focused on helping
Pennsylvania consumers reduce their
home energy use. The program
integrates the general principles of
whole house performance with green
home design. Most programs are
piloted in a region before being
widely available. PA Home Energy
will be initially piloted in the
23-county West Penn Power (WPP)
service region which provides
electricity to over 710,000
residential customers. As the
program infrastructure grows, the PA
Home Energy team will work to expand
the program throughout Pennsylvania.

ask for ENERGY STAR.
Energy Loans
The Commonwealth of Pennsylvania,
under the sponsorship of the
Pennsylvania Treasury Department, is
offering the
Keystone Energy Loan program,
which is being administered through
AFC First Financial Corporation.
Several sustainable energy funds (SEFs),
energy organizations and utilities
are sponsors or partners. AFC First
is an independent financial
institution based in Allentown.
Homeowners can apply for 7.99%
unsecured loans up to $10,000 for
ENERGY STAR and other energy
efficiency improvements.
ENERGY STAR Homes
The Energy Coordinating Agency (ECA)
in Philadelphia has certified more
than 125 affordable and rental
housing units to meet ENERGY STAR
standards for the Philadelphia
Housing Authority (PHA). ECA
continues to work with developers of
affordable housing projects in the
Southeastern Pennsylvania region and
the Wilmington, Delaware region.

Smart Energy Systems (SES)
Smart Energy Systems (SES) a
separate program of the Energy
Coordinating Agency provides home
energy audits, ENERGY STAR for Homes
certification, and is also a LEED
for Homes Program provider. New
construction and/or gut rehab
residential projects can be
certified if they qualify under the
USGBC’s LEED for Homes Program.
Under this program builders/home
owners may register for this program
through SES. SES currently has over
140 market-rate and affordable
homes/residential units registered
and under contract for the LEED for
Homes Program.
